Offered only in the first semester, this course aims to offer a general understanding of the basic foundations of politics and government in Spain from Franco’s regime up to the democracy. During the course institutional aspects along with the dynamics of the political process will be studied. To be precise, the precedents of the present-day political system, the way of governing in Spain, the democratic institutions, the model of territorial organisation of the State, the political parties system, the electoral evolution in Spain and the political culture of the Spanish will be all studied. Certain activities will be organised outside the academic syllabus, such as visits to institutions, attendance at conferences, etc., on which the students will write a short piece of work.

Syllabus
The following set of course subjects is the basic syllabus which will be followed in class. Just before the beginning of the course the teacher will give out a more detailed outline of each topic.

FIRST SECTION: the precedents of the Spanish political system.
Topic 1: Franco’s regime.
Topic 2: The political transition to democracy in Spain and the constituent process.

SECOND SECTION: the political and institutional bases of the system.
Topic 3: The form of the state in Spain: the regional state.
Topic 4: The power structure in Spain:
4.1 The parliamentary monarchy.
4.2 The government.
4.3 The general courts.
4.4 Judicial power.

THIRD SECTION: political process and protagonists in Spain.
Topic 5: The political parties in Spain: the parties system.
Topic 6: Electoral system, electoral evolution and electoral behaviour.
Topic 7: Spanish political culture.

FOURTH SECTION: Spain in the world.
Topic 8: Spanish foreign policy.

Activities
The students will attend the usual class lectures.

Assessment
In order to pass this course, regular class attendance and participation is compulsory as well as passing the final exam - in the month of December - on the dates set by the Authorities in the Centre. The basic material to be studied for the exam will be the notes taken by the student on the teacher’s explanations in class, however if the students widen their knowledge by reading the recommended textbook or the books on the following bibliography list or from the activities carried out in class, this will also be taken into account and assessed.

If the students wish, they may do a short piece of work based on one of the topics from the syllabus and this would constitute up to a third of the final mark. The students can also count on the teacher for individual help if they decide to do this. This is completely voluntary, however if the students wish to obtain a “Distinction”, they must do this extra piece of work. Under no circumstances will a student be allowed to hand in an essay instead of doing a mid-term or final exam. The global course mark will depend on the exam, class attendance, active participation and the piece of work. Each one carries 25% of the final mark although it is a requisite of the Centre that the students obtain a minimum mark of 5 in the exam and have attended 80% of the classes to have attendance, participation and the piece of work taken into account.

I. Introduction

This subject, with duration of 40 hours, will be partial theory and partial practical an hour and a half each. These classes will try to let the basic fundamentals be known about the contemporary politics and government of Spain, especially the political systems from the Franco regime until present. The academic development of the class will attend to the institutional aspects of politics to the cultural systems. To pass the class, it is necessary that the student attends and participates in a regular manner as well as passing the partial test in December and the final exam which the date is decided by school- voluntary students may also, if wanted, do a small task or essay about one of the lessons that are related to the present program, with the possibilities of having one-third of the final grade. But, substituting the grade of the essay or small task for the mid-term or global exam is not permitted. There will also be activities that are vital to attend –attending conferences, institution visits, etc.

A specific and specialized bibliography is recommended for class and the preparation for different lessons; this is considered to be a basic text and general reference in class:

Franco’s regime and the transition to democracy

The remote precedents and immediate Spanish political system: Cadiz Constitution of 1812 of the Franco Regime.
From the Franco crisis to the transition to a Spanish democracy. The options of reform and rupture during the transition to democracy. The options of reform and rupture in the transition to the stationary positions. Institutional changes: Law for Political Reform of January 1977.
The electoral process of transition: the elections of June 15, 1977.

Characteristics and traits of the Spanish political system nature

The political system of the 1978 Constitution. The process of producing and approving these documents. Fundamental traits.
The General Cortes. Bicameral structure: Congress of Disputes and the Senate. Elections and electoral system of the Congress of Disputes and the Senate.
The Government. The Governments’ position and the Presidents in the Spanish political system. Evolution of the different governments of Spain: formation and constitution. Support, Demand and results. The elite Spanish governmental officials.
The legislature: the parliamentary legislature. First actions and control mechanisms. The legislative productions.
Judicial power. The use of the Judicial system in the politics of Spain. Spaniards before the enforcement of justice. The citizen participation: the common jury.
Public Administration in Spain. Actual problems and regeneration projects.
Actors in the political communication of Spain.
The current politics of Spain. The government of the Popular Party

III. Activities

The student should follow classes in a skillful and habitual manner to comprehend and learn the classes.

IV. Evaluation

There will be a final exam. As well as a mid-term in the middle of the quarter and will be worth 50% of the grade. There will also be other forms of quizzing that orients the student to their appropriate study.

1. Introducción

Esta asignatura, con una duración de cuarenta horas, será impartida en sesiones teóricas y prácticas de hora y media cada una de ellas. En esta asignatura se trata de conocer los fundamentos básicos de la política y el gobierno contemporáneo en España, especialmente del sistema político desde el franquismo hasta la actualidad. En el desarrollo académico del Curso se atenderán tanto los aspectos institucionales como culturales del sistema. Para superar la asignatura es requisito imprescindible la asistencia participativa a clase de manera regular así como la superación de la prueba parcial- a realizar en diciembre - y la final, en la fecha deseada por la Dirección del Centro - De manera voluntaria aquellos alumnos/as que lo deseen podrán efectuar un pequeño trabajo o ensayo en torno a alguna de las lecciones que forman parte del presente programa, pudiendo tener una incidencia de hasta un tercio de la nota final. En ningún caso se podrá sustituir el examen parcial o global por la realización del programa del trabajo o ensayo. De manera particularizada se realizarán algunas actividades fuera del programa académico – asistencia a conferencias, visitas a instituciones, etc.- de las que será necesario elaborar una pequeña memoria.

Junto a la bibliografía específica y especializada que se recomendará en clase para la preparación de las diferentes lecciones se considera como texto básico y general de referencia el siguiente:

Los precedentes remotos e inmediatos del sistema político español: de la Constitución de Cádiz de 1812 al Régimen franquista.
De la crisis del franquismo a la transición democrática española. Las opciones de reforma y ruptura en la transición democrática española. Las opciones de reforma y ruptura en la transición frente a las posturas inmovilistas. Los cambios institucionales: la Ley para la Reforma Política de Enero de 1977.
El proceso electoral de la transición: las elecciones de 15 de junio de 1977.

Caracteres y rasgos de la naturaleza del sistema político español

El sistema político de la Constitución de 1978. Proceso de elaboración y aprobación. Rasgos fundamentales.
Las Cortes Generales. La estructura bicameral: Congreso de los Diputados y Senado. Elecciones y Sistema electoral del Congreso de los Diputados y del Senado.
El Gobierno. La posición del Gobierno y su Presidente en el sistema político español. Evolución de los gobiernos en España: formación y constitución. Apoyo, demandas y resultados. Las élites gubernamentales en España.
Las legislaturas: las legislaturas parlamentarias. Principales acciones y mecanismos de control. La producción legislativa.

3. Actividades

El alumnado deberá seguir las clases magistrales de manera habitual para la comprensión y aprendizaje de las mismas.

4. Evaluación

Se realizará un examen final. Al igual habrá como mínimo, un examen parcial a la mitad del cuatrimestre, que si es aprobado supondría la eliminación de la materia evaluada, por lo que valdrá el 50% de la nota. Del mismo modo se podrán realizar otros controles que orienten al alumno en su proceso de estudio.
