Explores culture as a dimension of public policy, emphasizing the articulation of cultural strategies by a range of institutions and actors: international organizations, national governments, foundations, NGOs, trans-national advocacy networks, cultural workers/artists, and civil society activists. Focuses on policy issues arising from the production and consumption of cultural goods and service in the current international free trade environment.
